Photo mlb.com official<\/p><\/div>\n<p>Here&#8217;s our annual ritual. \u00a0Discussing the Rule 5 draft and the impact it has on rosters.<\/p>\n<p>According to m<span style=\"color: #000000;\">y Off-Season Baseball Calendar teams hav<\/span>e just a few days (Nov 18th) to add players to the 40-man rosters ahead of the Rule-5 draft (which occurs the last day of the winter meetings (this year,\u00a0at the Gaylord Hotel in the Maryland waterfront in early Dec).<\/p>\n<p>As always, using the indispensable Nationals resource sites <a href=\"https:\/\/docs.google.com\/spreadsheet\/ccc?key=0AmkEIm1TLiXQdGhVRjRfNW81SG8xRlROQ1ZxZzNfbUE&amp;hl=en#gid=0\">Draft tracker<\/a>\u00a0and the <a href=\"https:\/\/docs.google.com\/spreadsheets\/d\/186nm-v5F-zTCoR2Be7TFYM3e2cZ-gYi2WVqJLEkHdmc\/edit?hl=en#gid=1078892545\">Big Board<\/a>,\u00a0and then looking up candidate acquisitions made via trade, here\u2019s some thoughts on who might merit protection. \u00a0The quick Rule-5 rules; any college-aged draftee from 2012 or before who isn\u2019t already on the 40-man roster is Rule-5 eligible this coming off season, and any high-school aged draftee\/International Free Agent from 2011 or before is newly eligible this year.<\/p>\n<p>This year&#8217;s Draft class Stat overview posts were especially \u00a0helpful too; here&#8217;s the <a href=\"http:\/\/www.nationalsarmrace.com\/?p=13104\">2013 version<\/a>\u00a0for College draftees and the \u00a0<a href=\"http:\/\/www.nationalsarmrace.com\/?p=13126\">2012 version<\/a>\u00a0for high school-age draftees that are now Rule-5 eligible.<\/p>\n<hr \/>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #0000ff;\"><strong>Newly Eligible 2013 draft College Players this year worth consideration for protection<\/strong><\/span>:<\/p>\n<ul>\n<li><b>Jake Johansen<\/b>: \u00a0Only listed because of his draft round and bonus; Johansen has been a huge disappointment and will not be protected.<\/li>\n<li><strong>Austin Voth<\/strong>: Absolutely has to be protected and should have been added on 9\/1 to get him some MLB innings.<\/li>\n<li><strong>John Simms<\/strong>: Put up solid numbers in AA and could feature in AAA this year, but isn&#8217;t a shoe-in to immediately contribute at the MLB level. \u00a0Arguable whether he&#8217;s worth protecting. \u00a0I would, but then again, i&#8217;m pro-prospect.<\/li>\n<\/ul>\n<p>Not mentioned: several other draftees from this class that are marginal prospects right now: <strong>Cody Gunter, David Masters, William (Isaac) Ballou<\/strong>, <strong>Justin Thomas<\/strong> and <strong>Matthew DeRosier<\/strong>. \u00a0All of these guys are scuffling or trending down in my analysis and are not risks for being drafted. \u00a0Also did not mention any MLFA&#8217;s picked up that were 2013 draftees (<strong>Philip Walby, Jake Mayers<\/strong>) since they&#8217;re both in the low-minors.<\/p>\n<p><span style=\"color: #0000ff;\"><strong>Newly Eligible 2012 High School-age drafted players under consideration for protection<\/strong><\/span><\/p>\n<ul>\n<li><strong>None<\/strong>: the only HS-age draftee from 2012 that remains in our system is\u00a0<strong>Lucas Giolito<\/strong>, who was added to the 40-man mid 2016 season.<\/li>\n<\/ul>\n<p><span style=\"color: #0000ff;\"><strong>Newly Eligible 2012 signed IFAs under consideration for protection:<\/strong><\/span><\/p>\n<ul>\n<li><strong>Osvaldo Abreu<\/strong>: <a href=\"http:\/\/www.milb.com\/player\/index.jsp?sid=milb&amp;player_id=622435#\/career\/R\/hitting\/2016\/ALL\">slashed\u00a0.247\/.328\/.346<\/a><strong>\u00a0<\/strong>as the starting SS for Potomac. \u00a0Has neatly risen one level every year, so seems project-able to AA for 2017. \u00a0I can&#8217;t see \u00a0him getting drafted though considering he had a .674 OPS figure in High-A this year, even given that he could provide MIF cover for a MLB team. \u00a0Has gotten some notice on prospect lists.<\/li>\n<li><strong>Rafael Bautista<\/strong>: <a href=\"http:\/\/www.milb.com\/player\/index.jsp?sid=milb&amp;player_id=622441#\/career\/R\/hitting\/2016\/ALL\">slashed\u00a0.282\/.344\/.341<\/a>\u00a0with 56 stolen bases in 136 games playing mostly CF\/RF for Harrisburg. \u00a0 A CF with that kind of speed who maintains his BA and OBP is worth protecting. \u00a0Turns 24 before next season though.<\/li>\n<li><strong>Jefry Rodriguez<\/strong>: went <a href=\"http:\/\/www.milb.com\/player\/index.jsp?sid=milb&amp;player_id=622446#\/career\/R\/pitching\/2016\/ALL\">7-11 with a 4.96 ERA<\/a> in 25 starts for Low-A Hagerstown. \u00a0Rodriguez was on our lips for a while as a potential high end prospect &#8230; until he couldn&#8217;t succeed outside of short-season ball. \u00a02016 was the third year he&#8217;s competed in Hagerstown and a 4.96 ERA isn&#8217;t going to cut it. \u00a0He&#8217;s no threat to get drafted but probably keeps moving up the system.<\/li>\n<li><strong>Philips Valdez:\u00a0<\/strong>went <a href=\"http:\/\/www.milb.com\/player\/index.jsp?sid=milb&amp;player_id=570488#\/career\/R\/pitching\/2016\/ALL\">12-7 with a 4.24 ERA<\/a> across two-levels and 27 starts this year. \u00a0He turns 25 in a few days. \u00a0Despite being a AA starter, I&#8217;m not sure any team would really roll the dice on him in Rule-5. \u00a0He &#8220;only&#8221; had 109 Ks in 152 IP this year, not exactly overpowering stuff. \u00a0He also got hit in AA; i can see him starting in AA rotation again next season.<\/li>\n<li><strong>David Ramos<\/strong> spent most of 2016 on the D\/L in Auburn and has never pitched above low-A ball. \u00a0Not a candidate to be protected.<\/li>\n<\/ul>\n<p>Not mentioned: several 2012 IFA signings throughout the lower levels of the system. \u00a0This includes <strong>Andres Martinez, Darryl Florentino, Mario Sanchez, Brayan\u00a0<\/strong><span data-sheets-value=\"{&quot;1&quot;:2,&quot;2&quot;:&quot;Serrata, Brayan&quot;}\" data-sheets-userformat=\"{&quot;2&quot;:8706,&quot;4&quot;:{&quot;1&quot;:2,&quot;2&quot;:16777215},&quot;12&quot;:0,&quot;16&quot;:8}\"><strong>Serrata<\/strong>.<\/span><\/p>\n<p>One other significant\u00a02012 IFA signee is already\u00a0on the 40-man:\u00a0<strong>Reynaldo Lopez<\/strong>.<\/p>\n<p><span style=\"color: #0000ff;\"><strong>Rule-5 Eligible hold-overs of note:\u00a0<\/strong><span style=\"color: #000000;\">2012 or prior college draftees still hanging out in the system, or 2011 and prior HS\/IFAs.<\/span><\/span><\/p>\n<ul>\n<li><strong>Raudy Read<\/strong>: <a href=\"http:\/\/www.milb.com\/player\/index.jsp?sid=milb&amp;player_id=600466#\/career\/R\/hitting\/2016\/ALL\">slashed\u00a0.262\/.324\/.415<\/a><strong>\u00a0<\/strong>in a full year catching in High-A. \u00a0Promising, but he&#8217;s also already 23. \u00a0Considering a rule-5 draft of a player like Read brings back memories of our own drafting of\u00a0<strong>Jesus Flores<\/strong>.<\/li>\n<li><strong>Bryan Mejia<\/strong>: <a href=\"http:\/\/www.milb.com\/player\/index.jsp?sid=milb&amp;player_id=606240#\/career\/R\/hitting\/2016\/ALL\">slashed\u00a0.241\/.279\/.347<\/a> starting a full year playing 2B for High-A. \u00a0Not a ton of power there; little chance of being drafted, no prospect buzz.<\/li>\n<li><span data-sheets-value=\"{&quot;1&quot;:2,&quot;2&quot;:&quot;Marmolejos, Jose*&quot;}\" data-sheets-userformat=\"{&quot;2&quot;:8707,&quot;3&quot;:{&quot;1&quot;:0},&quot;4&quot;:{&quot;1&quot;:2,&quot;2&quot;:16776960},&quot;12&quot;:0,&quot;16&quot;:8}\"><strong>Jose Marmolejos <\/strong>(no longer -Diaz): <a href=\"http:\/\/www.milb.com\/player\/index.jsp?sid=milb&amp;player_id=592530#\/career\/R\/hitting\/2016\/ALL\">slashed\u00a0.289\/.370\/.475<\/a> between High-A and AA while earning his 2nd straight Nats minor league hitter of the year award. \u00a0 Good slugging percentage showing lots of gap power and some \u00a0home-run power, but he&#8217;s already 1B-only and is 23. \u00a0<\/span><\/li>\n<li><strong>Hector Silvestre<\/strong>: spent most of 2016 doing short stints\/rehab assignments after missing all of 2015. \u00a0<a href=\"http:\/\/www.milb.com\/player\/index.jsp?sid=milb&amp;player_id=600470#\/career\/R\/pitching\/2016\/ALL\">9 starts, 1.42 ERA<\/a> amongst all A-ball affiliates. \u00a0Looks promising for us, but no need for Rule-5 protection at this point.<\/li>\n<li><span data-sheets-value=\"{&quot;1&quot;:2,&quot;2&quot;:&quot;Mendez, Gilberto&quot;}\" data-sheets-userformat=\"{&quot;2&quot;:8706,&quot;4&quot;:{&quot;1&quot;:2,&quot;2&quot;:16777215},&quot;12&quot;:0,&quot;16&quot;:8}\"><strong>Gilberto Mendez<\/strong>: nice numbers as a late-inning reliever for High-A (<a href=\"http:\/\/www.milb.com\/player\/index.jsp?sid=milb&amp;player_id=600472#\/career\/R\/pitching\/2016\/ALL\">2.09 ERA, 8 saves<\/a>). \u00a0Turns 24 tomorrow and is an undersized RHP reliever; no risk of being picked.<\/span><\/li>\n<li><strong>Wirkin Estevez<\/strong> (2010 IFA): <a href=\"http:\/\/www.milb.com\/player\/index.jsp?sid=milb&amp;player_id=594135#\/career\/R\/pitching\/2016\/ALL\">5.03 ERA as a swingman for Potomac<\/a> after missing all of 2016. \u00a0No risk of being drafted.<\/li>\n<li><strong>Wander Suero<\/strong> (2010 IFA): <a href=\"http:\/\/www.milb.com\/player\/index.jsp?sid=milb&amp;player_id=593833#\/career\/R\/pitching\/2016\/ALL\">3-0 with a 2.44 ERA<\/a>, 48\/21 K\/BB ratio in 55 AA innings. \u00a0 Solid numbers &#8230; but not a lefty so seems \u00a0unlikely to get drafted. \u00a0But he&#8217;s really no different than Simms, so he&#8217;s a maybe.<\/li>\n<\/ul>\n<p>2012 College Draftees that are Rule-5 holdovers include <strong>Perez, Benincasa, Self, Pena, Orlan<\/strong>; some room for some clear FA\/trade acquisitions. \u00a0 There&#8217;s also (arguably) a bit of wiggle room there; I see at least 4-5 additional guys on the current 40-man who could make way if need be.<\/p>\n<ul>\n<li>Locks: Voth, Bautista<\/li>\n<li>Maybes:\u00a0Simms, Abreu,\u00a0Read, Marmolejos, Suero, Valdez<\/li>\n<\/ul>\n<p>Who would I protect? \u00a0Probably Voth, Bautista and Marmolejos. \u00a0I&#8217;d roll the dice leaving the likes of Abreu and Read unprotected despite their presence on prospect lists, and I&#8217;d roll the dice leaving Simms, Suero and Valdez unprotected since they&#8217;re all RHP and none has pitched above AA.<\/p>\n<p>Thoughts?\u00a0 Opinions?\u00a0 Did I forget anyone and\/or am I considering the wrong guys?\u00a0 These IFAs are always iffy in terms of eligibility, and some of the MLFAs are confusing too in terms of their status. \u00a0So let me know if I&#8217;m missing someone.<\/p>\n<p><a href=\"http:\/\/m.mlb.com\/news\/article\/208914172\/prospects-added-to-40-man-or-exposed-to-rule-5\/\">MLBpipeline posted its Rule5 analysis<\/a> and mentioned (for the nats) the four names we&#8217;re bouncing around here as well. \u00a0We don&#8217;t have any super-high ranked prospects to protect like other teams.<\/p>\n<p>11\/18\/16: <a href=\"http:\/\/www.masnsports.com\/nationals-pastime\/2016\/11\/voth-bautista-among-five-players-added-to-nats-40-man-roster.html\">official announcement<\/a>:\u00a0Voth, Bautista, Marmolejos, Read and Skole. \u00a0Most surprised by Skole, who I didn&#8217;t even bother to do analysis about above thanks to his lack of a 9\/1 call up this year.<\/p>\n<hr \/>\n<p>For a fun trip down memory lane, here&#8217;s the same Rule 5 Protection analysis post for <a href=\"http:\/\/www.nationalsarmrace.com\/?p=11576\">2015<\/a>,\u00a0<a href=\"http:\/\/www.nationalsarmrace.com\/?p=9947\">2014<\/a>, <a href=\"http:\/\/www.nationalsarmrace.com\/?p=7502\">2013<\/a>, <a href=\"http:\/\/www.nationalsarmrace.com\/?p=5270\">2012<\/a>, <a href=\"http:\/\/www.nationalsarmrace.com\/?p=1996\">2011<\/a>, and <a href=\"http:\/\/www.nationalsarmrace.com\/?p=363\">2010<\/a>.<\/p>\n<p>By year, here&#8217;s who I predicted we&#8217;d add and who we did add.<\/p>\n<ul>\n<li>2016: Predicted Voth, Bautista. \u00a0<a href=\"http:\/\/www.masnsports.com\/nationals-pastime\/2016\/11\/voth-bautista-among-five-players-added-to-nats-40-man-roster.html\">Actual<\/a>: Voth, Bautista, Marmolejos, Read and Skole.<\/li>\n<li>2015: <a href=\"http:\/\/www.nationalsarmrace.com\/?p=11576\">Predicted<\/a> Kieboom, Bostick, Marmolejos-Diaz.\u00a0 <a href=\"https:\/\/www.washingtonpost.com\/news\/nationals-journal\/wp\/2015\/11\/19\/nationals-add-three-to-40-man-roster-ahead-of-fridays-rule-5-deadline\/\">Actual<\/a>: Kieboom, Bostick, Lee<\/li>\n<li>2014: <a href=\"http:\/\/www.nationalsarmrace.com\/?p=9947\">Predicted<\/a> Cole, Skole, Goodwin.\u00a0 Hedged on Grace, Martin and Difo.\u00a0 <a href=\"http:\/\/www.nationalsarmrace.com\/?p=10039\">Actual<\/a>: Cole, Goodwin, Difo, Grace.<\/li>\n<li>2013: <a href=\"http:\/\/www.nationalsarmrace.com\/?p=7502\">Predicted<\/a> Solis as the only lock (Souza already added). \u00a0Possibles mentioned in order Barrett, Taylor, Grace, Holland.\u00a0 <a href=\"http:\/\/espn.go.com\/mlb\/team\/transactions\/_\/name\/wsh\/year\/2013\/washington-nationals\">Actual: Solis, Barrett, Taylor<\/a>.<\/li>\n<li>2012: <a href=\"http:\/\/www.nationalsarmrace.com\/?p=5270\">Predicted<\/a> Karns and McCoy, with Hood and Rosenbaum as maybes.\u00a0 <a href=\"http:\/\/espn.go.com\/mlb\/team\/transactions\/_\/name\/wsh\/year\/2012\/washington-nationals\">Actual: Karns and Davis<\/a>.\u00a0 I think we were all surprised by Davis&#8217;
